To Prevent Audit Findings and Ensure Targeted Assistance, Natuna Regency Updates PBI Pemda Data for JKN Program

The Natuna Regency Government, Riau Islands Province, is updating its database of Regional Government Contribution Assistance Recipients (PBI Pemda) under the National Health Insurance (JKN) program administered by BPJS Kesehatan.

During a meeting held Tuesday (March 3) morning at the Regent’s Office in Bunguran Timur District, Natuna Regent Cen Sui Lan stated that PBI Pemda is a social assistance program aimed at low-income residents, funded through the Regional Budget (APBD) to cover monthly JKN premium contributions.

According to the Regent, the data update is necessary to ensure that assistance is accurately targeted. She noted that some registered beneficiaries have passed away, while others have experienced improved economic conditions and therefore no longer meet the eligibility criteria.

Meanwhile, Head of the Natuna Health Office, Hikmat Aliansyah, explained that PBI Pemda recipients are determined based on the National Integrated Socio-Economic Data (DTSEN). Within this system, households are categorized into deciles—from one to ten—based on their economic status. Eligible beneficiaries fall within deciles one through five, representing lower-income households.

He further stated that the data verification process is being conducted directly by village and sub-district administrations through field assessments. Of the 77 villages and sub-districts in Natuna, 40 have submitted their updated data to date.

Currently, approximately 33,000 residents are registered as PBI Pemda beneficiaries. However, around 17,000 individuals are potentially no longer eligible under the established criteria.

The updating process remains ongoing and has not yet been finalized. Beyond improving accuracy in targeting assistance, the review also aims to prevent audit findings, as providing benefits to individuals categorized within deciles six through ten would constitute a regulatory violation.
