During a plenary session, Natuna Regent Cen Sui Lan presented the Regional Government Accountability Report (LKPJ) for the 2025 fiscal year before the Chair and members of the Natuna Regional House of Representatives (DPRD), the Regional Secretary, assistants, and heads of regional agencies. The session was held at the DPRD plenary hall in Ranai, Bunguran Timur District, on Friday (March 27) afternoon.
In her address, Cen Sui Lan explained that the LKPJ is a constitutional mandate that must be fulfilled by regional leaders. It serves as an important evaluation instrument to assess the effectiveness of policies and development programs that have been implemented, while also providing a foundation for future improvements.
She further highlighted that regional development in Natuna is guided by its core mission: to realize a prosperous, competitive, and culturally grounded regency.
As an archipelagic and border region, Natuna faces unique challenges. Its dispersed islands present obstacles in terms of connectivity, equitable development, and public service delivery. However, she noted that Natuna also holds significant potential in marine and fisheries sectors, maritime tourism, and its strategic role in safeguarding Indonesia’s territorial sovereignty.
In terms of development performance, several macro indicators showed positive progress. The Human Development Index (HDI) in 2025 rose to 78.94, reflecting improvements in education, healthcare, and purchasing power. Meanwhile, the poverty rate declined to 4.81 percent, and income inequality, as measured by the Gini ratio, also showed a downward trend—indicating more equitable income distribution.
On the fiscal side, following the revised 2025 regional budget (APBD), revenue was targeted at Rp1.087 trillion, with realization reaching Rp935.55 billion, or approximately 86 percent of the target.
Overall, regional spending was implemented effectively in supporting government operations and public services. However, the relatively lower realization of capital expenditure remains a concern, particularly in accelerating infrastructure development and improving the quality of productive spending.
Cen Sui Lan acknowledged that challenges and limitations still exist. She therefore emphasized the importance of the DPRD’s role as a strategic partner in providing constructive input and oversight.
With strong synergy among all stakeholders, she expressed optimism that Natuna Regency will continue to grow into a more advanced, competitive region that delivers equitable prosperity for all its people. (Prokopim/Endang)
