The Regent of Natuna Launches Regulation on the Action Plan for the Implementation of Minimum Service Standards

In order to strengthen services within the Natuna Regency Government, the Regent of Natuna, Wan Siswandi launched the Natuna Regent Regulation on the Regional Action Plan for the Implementation of Minimum Service Standards (MSS) in Natuna Regency for 2024-2026, located in the Second Floor Meeting Room of the Natuna Regent’s Office, Batu Sisir Bukit Arai Street, Bunguran Timur District, Natuna Regency, Monday (24/06) morning.

Wan Siswandi said in his speech that the implementation of SPM was carried out based on the mandate of Article 18 of Law Number 23 of 2014 concerning Regional Government and Government Regulation Number 2 of 2018 concerning Minimum Service Standards, based on Article 4 of Government Regulation Number 2 of 2018.

According to Wan Siswandi, with this SPM regulation, it should be able to become a reference for the provision of services for the wider community with the best quality and in accordance with regulations and can be accounted for.

Furthermore, he said, there are four stages for the SPM acceptance mechanism carried out by the Regional Government, namely:

  1. empirical data collection according to technical standards;
  2. calculation of basic service fulfilment needs
  3. preparation of basic service fulfilment plans
  4. implementation of basic service fulfilment.

Wan Siswandi also explained that the emphasis on the word “minimum” in the term SPM refers to the minimum level of coverage and quality of basic services that must be achieved by the region within a specified time limit.

Furthermore, he explained that to ensure the fulfilment of basic services at a minimum, local governments conduct mapping to see the extent to which the minimum service coverage is received by the community.

For this reason, Wan Siswandi hoped that the Action Plan for the Implementation of Regional MSS would be able to support regional development plans, especially in efforts to improve the quality of basic services for the community.
